How places get published

Every tracked area sits at a signal stage: watching, observed, active, priority. A destination climbs only as its signals strengthen across sources. But signals alone do not publish a page. Publication needs a researched, cited, freshness-dated brief in our intelligence base, and the brief has to clear verification. Watchlist is the default. Published is earned.

The data decides. We will be ready before the crowds are, and we will say so plainly when we are not ready yet.
